Need an Official Record?
Use the following routes for commonly requested Breathitt County records:
- Police and incident reports: ask the Breathitt County Sheriff, Jackson Police, or other agency that created the report
- Court case files: review the criminal court case records route or call Circuit Clerk James E. Turner's office
- Arrest and booking records: contact the arresting agency, and call Jailer Joel Gross at 606-568-8285 when the receiving facility is unclear
- Criminal histories and rap sheets: use the correct Kentucky State Police Criminal Identification and Records Branch request process
- Expungement filings: submit the proper petition and certification to the Breathitt Circuit Clerk for the case
- State court reports: order the applicable product from the Kentucky Administrative Office of the Courts

County-published counter hours are Monday, Tuesday, Thursday, and Friday from 8 a.m. to 4 p.m., Wednesday from 8 a.m. to noon, and Saturday from 9 a.m. to noon. No separate records-division page, email, or fee schedule is published. A request for an identifiable existing record may be submitted under the Kentucky Open Records Act, KRS 61.870 through 61.884.
For Circuit or District Court files, contact the Office of Circuit Court Clerk at the Breathitt County Justice Center, 1131 Main Street, Jackson, KY 41339. The clerk's phone is 606-666-5768 and fax is 606-666-4893. The Kentucky Court of Justice lists clerk hours as Monday through Friday, 8 a.m. to 4 p.m.
